Supporting Humanitarian Relief: Black Bull Group’s Historic Mission in Venezuela

Following the devastating earthquake on 24th June 2026 that recently impacted Venezuela, Black Bull Group has been entrusted by the United States Government to provide logistics support to USS Fort Lauderdale (LPD-28) during its humanitarian assistance mission. The operation represents a significant milestone, as it marks the first visit by a U.S. Navy warship to a Venezuelan port in the last 26 years, following the suspension of military cooperation after the final UNITAS exercise in 2000.

The award reflects years of relationship building and operational investment by BBG. Through our established local network, we were uniquely positioned to support this sensitive mission, becoming the only provider able to offer a validated local agency capability in Venezuela.

Humanitarian Logistics First

From the outset, our objective extended beyond simply supporting a naval vessel. Every operational decision was assessed against one question: how can we maximize assistance to the population affected by the earthquake?

During the planning phase, BBG identified that supplying the ship with fresh water using road tankers would consume valuable local resources that were urgently needed by communities impacted by the disaster.

Rather than following the conventional approach, our team proposed an alternative solution to the U.S. Navy: delivering potable water directly by barge. This would eliminate the need to utilize local water tanker capacity, allowing those critical assets to remain dedicated to supporting the civilian emergency response.

The proposal was immediately accepted, demonstrating the shared commitment of both BBG and the U.S. Navy to ensuring military operations complemented, rather than competed with, local humanitarian efforts. It is a simple example of how innovative logistics planning can generate a meaningful humanitarian impact.

Building Bridges Through Cooperation

The mission has also required extensive coordination with Venezuelan port authorities and government agencies. Working alongside the relevant local authorities, BBG has successfully facilitated the provision of services while navigating the unique operational and administrative requirements associated with such a historic port visit.

Beyond the operational success, this cooperation represents something larger. While relations between the United States and Venezuela remain delicate, humanitarian missions create opportunities for constructive engagement focused on shared objectives: saving lives, delivering aid and supporting affected communities.

Professional cooperation at the operational level helps build confidence, demonstrating that even in complex geopolitical environments, humanitarian assistance can serve as common ground.

USS Fort Lauderdale

Commissioned in 2022, USS Fort Lauderdale (LPD-28) is one of the U.S. Navy’s modern San Antonio-class amphibious transport dock ships. Designed to transport Marines, humanitarian supplies, landing craft and helicopters, the vessel provides exceptional flexibility across military, disaster relief and humanitarian assistance missions.

Prior to arriving in Venezuela, USS Fort Lauderdale had been operating throughout the Caribbean, supporting regional security cooperation and maintaining readiness while remaining available to respond rapidly to humanitarian contingencies. Its deployment to Venezuela demonstrates the versatility of amphibious ships, whose capabilities extend well beyond traditional defense operations into disaster response, medical support and humanitarian logistics.

Looking Ahead

As humanitarian operations continue, BBG is already supporting planning for the potential arrival of a U.S. Navy Henry J. Kaiser-class fleet replenishment oiler (T-AO) in La Guaira. The vessel will deliver additional humanitarian supplies and sustainment cargo, further strengthening the ongoing relief effort. Preparations are already underway to coordinate berth availability, port infrastructure and logistics support for a vessel requiring approximately 200 meters of berth length and 11–12 meters of water depth.

Operations such as this demonstrate that logistics is about far more than moving cargo. It is about enabling governments to respond quickly, helping humanitarian aid reach those who need it most and building trusted relationships that can make critical missions possible.
